Contracting directly with Defence is the domain of major primes. For a majority of industry, its pipeline to Defence work is through major programs and major primes. While much of the focus is rightly spent on future work, there are immediate requirements in local industry that can be addressed through continuous engagement. The small to medium enterprise (SMEs) have tremendous capability and innovative techniques for solving problems. In combination with each other, and through collaboration, the SMEs have the potential to solve the immediate challenges. The “Immediate Challenges Series” aims to bring these elements together. The primes experience the problems that the SME community has the potential to solve. The SME community can network with each other in shadows of the challenges presented, and in combination may able to grasp an opportunity that they couldn’t do alone. Today, much public sector performance is achieved with programs delivered through commercial contract relationships with private sector organisations. The Defence First Principles Review (2015) strongly recommended that Defence should implement a “Smart Buyer” function, a concept introduced by Professor Donald Kettl in his book “Sharing Power” (1993). However, FPR offered no contract governance model to guide Defence on how to implement “Smart Buyer’. Still, both public and private sector organisations are leaking value and have higher than necessary transaction costs in these contracts. Globally, leading academics (Kettl, Kelman, Greve, Sturgess etc ) and expert practitioners have identified a glaring weakness in contract governance/management after the contract is signed. Both parties in the exchange need to become “Smarter” through a clearly understood and shared contract governance model. CGIG is offering a one day program to address these critical gaps. The program is designed for all those, (including senior executives), involved in public sector contracts from the public and private sectors.
