The Indonesian government has confirmed solidified presidential regulation to designate the “dissemination of lesbian, gay, bisexual, transgender and queer culture” as a non-military state threat in the interests of national defence and state sovereignty.
The new presidential regulation, outlined under the General National Defense Policy 2025–2029, was introduced under Indonesian President Prabowo Subianto, signed in October last year before being revealed late last month.
The documentation also rallies against atheism and erosion of nationalist values. In addition, the changes are documented as a non-military threat that reportedly endangers or threatens state sovereignty, territorial integrity and the safety of the entire nation.
The new designation is in line with Sunni Islam beliefs, the major national religion of Indonesia, as well as a plan reportedly being organised by the country’s highest Islamic clerical authority Ulema Council of Indonesia to criminalise the promotion of LGBTQ behaviour or rights.
“(The 2025 Presidential Regulation is made to guide) ministers, heads of institutions and regional heads in establishing policies in accordance with their respective duties, functions and authorities to protect national interests and support national policies in the field of defence, in accordance with the provisions of laws and regulations,” according to the new regulation.
