The request for tender process is continuing for Defence’s Mulwala and Benalla Facility Redevelopment upgrades.

The Mulwala and Benalla Facility Redevelopment, across Benalla Munitions Facility in Victoria and the Mulwala Explosive Facility in NSW, is expected to include infrastructure upgrades for site roads, fencing and security systems, emergency generators, potable water supply, as well as building upgrades, modifications and new build.

In addition, it’s envisioned to establish climate change adaptation monitoring and management.

“In accordance with the Defence Infrastructure Panel - Major Construction, SON4138417, the following five panellists have been selected to tender for construction works as the managing contractor for the Defence Mulwala/Benalla Facility Redevelopment Project,” according to AusTender documents released earlier this year.

“Acciona Construction Australia Pty Ltd, Built Pty Limited, CPB Contractors Pty Limited, Icon SI (AUST) Pty Ltd; and Seymour Whyte Constructions Pty Ltd.

“The RFT process is expected to commence in late quarter two 2026 and further information will be provided to the shortlisted panellists at a later stage. It is expected the contract with the successful panellist will commence in quarter four 2026.”

The Benalla site produces ammunition, explosive ordnance and other munitions, while the Mulwala site focuses on high-quality propellants and explosives.
