Toll has signed a major contract with the Department of Defence where they will assume operational responsibility for the Defence Theatre Logistics (DTL) contract.

In a major win for Toll Group, they have been selected by the Department of Defence to manage the operations and delivery the Defence Theatre Logistics (DTL) contract.

Previously known as Defence Warehousing, Distribution, and Support Services (DWDSS) contract, the scope of the work within this contract includes major warehousing and storage at 18 sites and 38 supporting warehouses offering over-the-counter services. These services include warehouse management, inventory management, receiving, storage, inspections, transfer, and issuing for products, specialised equipment, and oversized stock.

Toll will manage customer-facing logistics and local asset management, as well as distribution services that will encompass multimodal freight planning and management, high-security movements, oversize freight, and remote equipment transfer.

Steve Roughsedge, Senior Vice President of Theatre Supply Chain, was extremely proud when asked to summarise his immediate thoughts regarding the news. “Toll has invested an enormous amount of time, energy and resources from across whole group to compile and design a solution that leans directly into the direction Defence is now heading. Our solution is definitely best-practice and offers a wide range of benefits will help enable Defence theatre logistics over the coming years.”

“This is a fantastic result for not only our business, but also for all the team members involved throughout the tender process. The real work starts now of course, and we couldn’t be more excited to get started in leveraging our array of capabilities to deliver the service that the ADF deserves”, said Mr Roughsedge.

The Defence Logistics Network required a national distribution model - road, rail, maritime, and air - supporting both southern and northern operational needs. Contract objectives included consolidation, optimisation, and enhanced value-for-money across the logistics sector, integrating major warehouses and supporting facilities. Requirements included contracts with surge capacity for operations beyond routine needs, access to overflow warehouses, and establishment of new warehousing across Australia.

Defence is strategically focusing on northern Australia and strengthening alliances in Southeast Asia and the Pacific, in response to recent global supply chain vulnerabilities. Defence wanted a large, international provider to reduce supply chain risk, deliver routine services, and rapidly scale up for crisis response in an outcome-focused contract.

As an existing and trusted partner of the ADF, Toll provides flexibility and scale to any Defence supply chain needs through their vast warehousing and distribution network. Toll have over 300 sites across Australia in key urban and regional areas, ensuring proximity and accessibility to the ADF's operations and supply chains at short notice. Toll also has the capability to set up and manage temporary or mobile warehouses in remote or challenging locations, using their modular and containerised solutions.

There will also be a significant increase in staff at Toll as part of this contract, with approximately 800 additional team members starting in a phased approach over the course of a 12-month period, commencing this month. Our core project team engaged from across Toll Group to gather and consolidate critical input and assistance, utilising expertise across other industries and business verticals to form a solution and response that has delighted our customer.”

Mr Singh further elaborated, saying “It's very satisfying to see how a laser-focused mindset and approach can deliver such a successful and momentous outcome for our business”

Toll will now kick-off the phase in period to ensure operational readiness for the contract start date. The transition-in phase commences now and will run for 12 months.
